Using Link Blocks with Webflow Collections

While working on an "Alert Bar" (aka a "Hello Bar" or a notification bar) for a new project being built in Webflow, my first instinct was to place the link block and then a Collection within it. In reality, one should place the Collection first. That way, one can utilize conditional controls to determine whether or not the section should be displayed dynamically.
